# What core preconditions must goods meet to be eligible for centralized customs declaration when carrying out transit trade operations?

## Question

I am the logistics director of a company mainly engaged in transit trade of electronic components. In the recent three months, 12 batches totaling 360 cases of chip capacitors and resistors will be transited to Southeast Asian countries such as Malaysia and Vietnam via Shanghai Yangshan Port. We have been using the per-shipment declaration model before, which takes about 2 days of customs clearance time for each batch, and the cumulative labor and declaration costs are nearly 15% higher than the budget. Last week, due to document connection errors of two shipments, the goods were detained at the port for 1 day, resulting in nearly RMB 2,000 of container detention fees. I am extremely anxious now, and would like to ask whether the centralized declaration model is available for transit trade. If yes, what core conditions need to be met, and are there any easily overlooked compliance risks or operational pitfalls?

### Answer 1 — Best Answer

Centralized declaration is applicable for transit trade，but **strict pre-document review** must be completed first. First，you need to confirm that information on all documents including manifests，bills of lading and transit trade contracts of all transit goods is completely consistent，especially check the HS code，quantity，weight and transit destination of the goods to ensure no logical conflict，at the same time，you need to apply for **centralized declaration qualification** to the local customs in advance，provide compliant transit trade declaration records of the past 6 months，and ensure there are no outstanding customs violation cases.

In terms of core node connection，you need to submit the **centralized declaration list** to the customs declaration system 3 working days before the goods arrive at the port，which shall specify the arrival time，container number and transit shipping schedule of each batch of goods，sign a centralized operation agreement with the port yard and customs broker to ensure the goods directly enter the designated transit supervision warehouse after arrival，so as to avoid port detention risks caused by tight storage space.

The exception response plan shall cover three types of situations: if the customs finds inconsistency between documents and goods during random inspection，you need to submit supplementary explanation and supporting materials within 4 hours，if the transit shipping schedule is temporarily changed，you need to update the centralized declaration list synchronously and apply to the customs for modification，if the goods are damaged，you need to contact on-site inspection personnel immediately to issue an appraisal report and adjust the declaration information.

At the final compliant implementation stage，you need to complete the summary declaration of all batches of goods within 3 working days after the expiration of the centralized declaration cycle (maximum **30 days**)，and retain all documents and operation records for no less than **5 years** to meet the requirements of subsequent customs inspection.

### Answer 2

To apply for centralized declaration for transit trade, you need to pass the integrated customs clearance qualification review of the customs first. Goods within the same centralized declaration cycle shall meet the requirements of consistent transit route and unified trade nature.

If the HS codes of goods cross major categories, or involve categories under key monitoring of customs valuation, the centralized declaration model shall not be adopted. At the summary declaration stage, you need to ensure that the valuation basis of each batch of goods (such as transit contracts, foreign exchange payment vouchers) is complete and verifiable.

If the customs raises a valuation query, you need to submit relevant supporting materials within 3 working days, otherwise you will be required to delete the declaration form and re-declare, resulting in additional declaration costs. In addition, the declaration forms for centralized declaration shall be written off in a one-time manner after the cycle expires. Failure to write off on time will trigger customs early warning and affect the customs clearance efficiency of subsequent goods.

### Answer 3

When adopting the centralized declaration model for transit trade, the logistics path of goods shall be planned as the "direct transit to supervision warehouse" model in advance to avoid entering ordinary yards, otherwise you cannot enjoy the supervision convenience of centralized declaration. You need to confirm the storage space of the supervision warehouse with the transit port yard in advance to ensure each batch of arriving goods can be directly put into the warehouse.

If the goods enter the ordinary yard due to insufficient storage space, you need to switch to per-shipment declaration immediately, otherwise port detention fees and supervision risks will arise. In addition, goods for centralized declaration shall use unified customs seals, and the seal numbers shall be marked one by one in the centralized declaration list. If the seal is damaged during transportation, you need to contact the port supervision department immediately to re-seal, and update the declaration list information synchronously to avoid transit delay caused by cargo ownership issues.

### Answer 4

Under the centralized declaration model for transit trade, you need to pay attention to the accrual and payment nodes of taxes and fees. Since centralized declaration adopts the summary declaration method, taxes and fees shall be paid in a lump sum after the cycle expires. If the enterprise has delayed foreign exchange capital turnover, it shall apply to the tax authority for deferred payment of taxes and fees in advance, but shall provide sufficient margin or guarantee.

In addition, the profit accounting of transit trade shall correspond to the batches of centralized declaration to avoid mismatch between income and cost, which will trigger related party transaction inspection by the tax authority. If the goods involve VAT deferral, the deferral amount of each batch of goods shall be clearly marked in the centralized declaration list, and the deferral filing materials shall be submitted to the tax authority in time after the declaration is completed, otherwise you cannot enjoy the VAT deferral policy, and need to pay corresponding taxes and late fees retrospectively.

### Answer 5

The receipt and payment of foreign exchange for centralized declaration of transit trade shall strictly follow the principle of "separate lines for revenue and expenditure". Each foreign exchange receipt corresponding to the centralized declaration shall fully match the amount and currency of the transit contract, and shall not be mixed with foreign exchange receipt and payment under other trade items. The words "Foreign exchange receipt corresponding to centralized declaration of transit trade" shall be marked in the SWIFT message to avoid capital monitoring early warning from the foreign exchange administration.

In addition, if RMB cross-border payment (CIPS) is adopted, the centralized declaration list number of each batch of goods shall be specified in the payment instruction to ensure the capital flow is consistent with the goods flow and document flow. If there is a difference between the foreign exchange receipt and payment amount and the declared amount, you need to submit a difference explanation and supporting materials to the foreign exchange administration within 5 working days, otherwise you will be listed as a key monitoring object for foreign exchange receipt and payment compliance.

### Answer 6

When adopting the centralized declaration model for transit trade, the responsibility division clauses for centralized declaration shall be clearly agreed in the transit contract, especially stipulating that if customs detention and port detention losses are caused by operation errors of the customs broker, the customs broker shall bear all compensation liabilities. At the same time, you need to sign a warehousing agreement with the port supervision warehouse to clarify the supervision responsibility during the storage period of the goods, so as to avoid loss or damage of goods caused by poor warehouse management.

If a third-party logistics enterprise is involved, a title retention clause shall be added to the agreement to ensure that the cargo ownership still belongs to the enterprise before all declaration procedures are completed, so as to prevent the risk of unauthorized disposal of goods by the logistics enterprise. In addition, the original and electronic versions of all agreements shall be retained for no less than 3 years after the completion of goods declaration.

### Answer 7

When goods under centralized declaration of transit trade are inspected by the customs, samples of all batches of goods, packing lists and transit contracts shall be prepared in advance to ensure that inspectors can quickly check the document and goods information. If the customs adopts the machine inspection mode, the electronic version of the centralized declaration list shall be submitted to the machine inspection department in advance, so that inspectors can compare the machine inspection images with the declared information; if unpacking inspection is required, cooperate with inspectors to check the HS code, quantity and marking of the goods one by one according to batches, so as to avoid inspection failure caused by mixed loading of goods.

If the inspection finds that the goods have damaged packaging or unclear marks, you need to submit the certificate of origin and quality inspection report of the goods immediately to prove that the goods do not affect transit transportation, otherwise you will be required to rectify, which will delay the transit shipping schedule.
