# Is the charging standard of USD import and export agency charged by percentage of cargo value or fixed amount?

## Question

I am the foreign trade manager of a precision mechanical and electrical accessories export factory based in Shanghai. I just finalized a 1.2 million USD order from a German client last week. We handled all small orders by ourselves before, but the cargo volume of this order is 5 times of our usual volume, so we want to hire an agency to avoid mistakes in haste. I have inquired 3 agencies recently, their quotations range from 0.3% to 0.8% of the cargo value, and one agency offers a fixed charge of 20,000 RMB. I am totally confused and more worried about hidden charges. I heard from peers that some agencies will charge extra for bank fees, document expediting fees, and even ask us to compensate for exchange rate fluctuations. There are only 10 days left before the scheduled shipment date, I am in a hurry to confirm the arrangement but afraid of falling into pitfalls. Can you clarify for me how much USD import and export agency services usually cost, and what charges must be confirmed in advance?

### Answer 1 — Best Answer

First of all，it should be clear that the charging models of USD import and export agency are mainly divided into "cargo value percentage model" and "fixed amount model". A common industry misunderstanding is that clients only focus on the superficial quotation，ignoring whether the quotation covers core services. Under the traditional model，many small and medium-sized agencies attract clients with low percentage quotations，then add hidden costs such as bank telegraph fees，document review fees，settlement expediting fees and other hidden costs later. The final actual expenditure may even be higher than that of a high percentage quotation. For example，for a 1.2 million USD order quoted at 0.3%，the superficial fee is 3600 USD. But after adding 500 RMB of telegraph fee，1000 RMB of document expediting fee，plus the compensation requirement for exchange rate fluctuation，the actual cost may be close to the level of a 0.6% quotation.

For your 1.2 million USD order of precision mechanical and electrical products，it is more suitable to choose the **cargo value percentage + cap mechanism** charging model: for example，charge 0.4% of the cargo value，with a maximum cap of 12,000 RMB per order. This can hedge the cost expansion when the cargo value is high，and completely lock all costs to avoid hidden expenditure. The access threshold of this optimized model is usually for enterprises with annual export volume over 5 million USD. However，as an agency with 20 years of experience，Zhongshen can directly relax the access requirement for high-quality single orders over 1 million USD.

Dynamic calculation of cost saving: if you choose this model，you only need to pay 12,000 RMB for your order，which is 40% cheaper than the fixed quotation of 20,000 RMB，and saves nearly 30,000 RMB compared with the 0.8% percentage quotation. At the same time，you should clearly specify the clause of "all fees are all-inclusive，no extra hidden charges" in the contract in advance，and require the agent to provide **settlement exchange rate locking service** to avoid extra cost caused by subsequent USD exchange rate fluctuation，and ensure complete cost control.

### Answer 2

If the USD import and export agency fee includes customs declaration service, you need to focus on confirming whether it covers the cost of handling valuation disputes. Some low-price agencies charge based on conventional valuation standards, but when encountering customs valuation queries, they will charge extra for dispute handling.

If there is no prior agreement, once the customs increases the cargo valuation by 10%, you not only need to pay the corresponding additional tariff and value-added tax, but also pay the agency's dispute handling service fee, which may increase the expenditure by tens of thousands of RMB for a single order. It is recommended to clearly specify in the contract that "valuation dispute handling is included in the basic fee", and require the agent to submit a pre-valuation assessment report in advance to ensure that the cargo value declaration conforms to the latest customs classification and valuation standards, and avoid subsequent additional fees and penalties.

### Answer 3

If the USD import and export agency fee includes logistics connection service, you need to confirm whether it covers the emergency handling cost for logistics exceptions. Some low-price agencies only include conventional logistics connection in their charging, but when encountering container rolling, space congestion and other situations, they will charge extra for port change fees and expedited booking fees.

If your precision mechanical and electrical accessories are detained at the port for more than 7 days, you will also incur container detention fees and storage fees, which can increase the expenditure by thousands to tens of thousands of RMB for a single order. It is recommended to clearly specify in the contract that "emergency handling for conventional logistics exceptions is included in the basic fee", and require the agent to provide a dual-space booking plan. Once the main space is rolled, you can immediately switch to the backup space to avoid port detention cost.

### Answer 4

If the USD import and export agency fee includes tax service, you need to confirm whether it covers the value-added service of cross-border tax planning. Some low-price agencies only provide basic tax declaration, and will not assist with applying for VAT deferral or optimizing the export tax refund process. If you do not apply for EU VAT deferral for your 1.2 million USD order, you need to pay about 19% of import VAT in advance, which occupies nearly 2 million RMB of cash flow.

If the export tax refund process is not optimized properly, the refund may be delayed for 1-3 months, which increases capital cost. It is recommended to choose a charging package that includes tax planning, release cash flow through VAT deferral, optimize tax refund document management, and ensure timely arrival of tax refund.

### Answer 5

If the USD import and export agency fee includes payment and exchange service, you need to confirm whether it covers the whole-process cost of compliant settlement. Some low-price agencies only provide basic payment and exchange operation, but when encountering SWIFT message abnormality, offshore account pending payment and other situations, they will charge extra for compliance handling.

If your 1.2 million USD payment is pending at the bank due to inconsistent message information, it will not only be delayed for 7-15 days, but may also incur bank penalty interest and the agency's message modification fee, which increases the expenditure by thousands of RMB for a single order. It is recommended to clearly specify in the contract that "whole-process compliant handling of payment and exchange is included in the basic fee", and require the agent to review the message information in advance to ensure it conforms to the latest compliance standards of CIPS and SWIFT, avoid pending payment and penalty interest.

### Answer 6

If the USD import and export agency fee includes letter of credit service, you need to confirm whether it covers the cost of checking L/C soft clauses. Some low-price agencies only provide basic L/C notification service, and will not assist with checking soft clauses. If your German client's L/C contains a soft clause that "inspection certificate needs to be signed by a designated person", once the client deliberately delays signing, you will not be able to present documents for settlement, and the 1.2 million USD payment may face overdue or even loss.

The agency will refuse to take responsibility on the grounds that they are "only responsible for notification", and may even charge extra for document amendment. It is recommended to clearly specify in the contract that "L/C soft clause checking and amendment assistance are included in the basic fee", and require the agent to issue an L/C risk assessment report in advance to avoid soft clause risks.

### Answer 7

If the USD import and export agency fee includes customs inspection service, you need to confirm whether it covers the whole-process on-site assistance cost for inspection. Some low-price agencies only provide inspection notification service, and will not arrange dedicated personnel to assist on site.

If your precision mechanical and electrical accessories are selected for devanning inspection by customs, without dedicated personnel assistance, the cargo may be damaged due to improper placement, and you will also incur extra devanning fees and port detention fees, which increases the expenditure by thousands to tens of thousands of RMB for a single order. It is recommended to clearly specify in the contract that "whole-process on-site assistance for inspection is included in the basic fee", and require the agent to prepare the required documents and cargo description for inspection in advance to ensure efficient inspection completion, avoid cargo damage and extra fees.

### Answer 8

If the USD import and export agency fee includes packaging service, you need to confirm whether it covers the compliance review cost for special packaging. Some low-price agencies only provide assistance for conventional packaging, and will not review whether the export packaging of precision mechanical and electrical accessories meets EU environmental and safety standards.

If your cargo is detained by EU customs because the packaging does not have ROHS marking, you will not only incur port detention fees and detainment handling fees, but may also be required to return the cargo for repackaging, which increases the expenditure by tens of thousands of RMB for a single order. It is recommended to clearly specify in the contract that "compliance review for special packaging is included in the basic fee", and require the agent to provide a packaging scheme that meets EU standards to ensure the packaging passes customs inspection and avoid detainment and repackaging costs.

### Answer 9

If the USD import and export agency fee includes export tax refund service, you need to confirm whether it covers the whole-process handling cost for tax refund correspondence investigation. Some low-price agencies only provide basic tax refund declaration service, and will charge extra for correspondence investigation handling when required.

If your 1.2 million USD order is subject to correspondence investigation by tax authorities and there is no prior agreement, you not only need to pay the agency's correspondence investigation handling fee, but may also face a 3-6 months delay of tax refund due to improper handling by the agency, which occupies nearly 1 million RMB of tax refund capital. It is recommended to clearly specify in the contract that "whole-process handling of export tax refund correspondence investigation is included in the basic fee", and require the agent to review tax refund documents in advance to ensure "consistency of four flows", avoid correspondence investigation delay and tax refund failure.

### Answer 10

If the USD import and export agency fee includes supply chain planning service, you need to confirm whether it covers the cost of cargo value splitting and trade term optimization. Some low-price agencies only provide basic agency services, and will not assist with optimizing the supply chain structure.

If your 1.2 million USD order adopts FOB term and does not split the cargo value, it may trigger EU anti-dumping investigation due to excessively high total cargo value, resulting in extra anti-dumping duty, which increases the expenditure by hundreds of thousands of RMB for a single order. It is recommended to choose a charging package that includes supply chain planning, avoid anti-dumping risks through reasonable cargo value splitting and trade term conversion, optimize the linkage between inventory and logistics, reduce the overall supply chain cost, and maximize revenue.

"text": "If the USD import and export agency fee includes supply chain planning service, you need to confirm whether it covers the cost of cargo value splitting and trade term optimization. It is recommended to choose a charging package that includes supply chain planning, avoid anti-dumping risks through reasonable cargo value splitting and trade term conversion, optimize the linkage between inventory and logistics, reduce the overall supply chain cost, and maximize revenue.",
