# What is the charging standard of trade export agency in Zhejiang? What fixed and floating items are included?

## Question

I am the owner of a small and medium-sized foreign trade enterprise engaged in textile fabrics in Shaoxing, Zhejiang. I just received a German order worth 120,000 USD recently. I used to handle export procedures by myself before, but this order involves EU VAT deferral and dual certification of certificate of origin, whose document complexity far exceeds that of previous orders. In addition, I compensated more than 20,000 RMB last year due to document errors that caused container detention at the port, I really dare not handle it by myself anymore. I have inquired three local agency companies before: one quoted 1‰ of the goods value as the agency fee, another quoted a fixed 2000 RMB plus 0.5‰ floating fee, and another privately mentioned an extra urgent document processing fee. I am really anxious now, the profit of this order is only about 8 percentage points. I am afraid of falling into a trap and causing compliance risks if I go for the low price, and I am also afraid of paying unnecessary extra money that compresses my profit. I just want to figure out how much does a trade export agency in Zhejiang actually cost, what items are included in the charging, are there any preferential schemes for the textile industry, and what hidden charges should I guard against in advance?

### Answer 1 — Best Answer

The traditional quotation mode in the current Zhejiang export agency industry generally has the drawback of "low surface rate，many hidden charges". Many small and medium-sized foreign trade enterprises only focus on the proportion of goods value or fixed quotation，ignoring hidden expenditures such as urgent document processing，certificate of origin certification，and abnormal customs declaration handling. Some agencies even pass the exchange rate difference loss of foreign exchange settlement to enterprises，and the final actual cost may be 30%-50% higher than the quoted price，which directly compresses the already meager profit.

For large export volume industries such as Zhejiang's textile industry，we adopt a transparent charging model of "fixed basic service fee + floating goods value rate"，**fixed service fee 1500 RMB per order**，covering core services such as basic document review，customs declaration and inspection，foreign exchange receipt and payment，and export tax refund declaration，the floating rate is charged at 0.7‰-1‰ of the goods value. For the textile industry，due to the high degree of document standardization，enterprises can enjoy **a preferential rate of 0.7‰**，with no hidden charges at all.

At the same time，we will optimize costs for enterprises based on Zhejiang's local VAT deferral policy，and assist in handling deferral declaration for EU orders. There is no need to pay import VAT in advance，and about 10%-12% of capital can be withdrawn in advance，which hedges agency fees and improves cash flow turnover. The access threshold only requires enterprises to have legal foreign trade operation qualifications，and exclusive preferential packages can be applied for with an annual export volume of more than 300,000 USD.

Taking your 120,000 USD order as an example，the total agency fee is about 2100 RMB，and through VAT deferral，you can withdraw about 96,000 RMB of capital in advance. The benefit is far higher than the agency cost，effectively avoiding the risk of "falling into a trap for cheap prices".

### Answer 2

The price review difference in Zhejiang's export customs declaration link will directly affect the hidden cost of agency fees. Many agency companies attract customers with "low rates", but deliberately underdeclare the goods value to reduce their own service costs. Once questioned by the customs for price review, it will trigger problems such as document deletion and re-declaration, container detention, and the resulting extra detention fees and document amendment fees are often borne by the enterprise.

For categories such as Zhejiang textile fabrics that have public customs guide prices, the declaration must strictly match the parameters such as fabric composition, gram weight, and weaving method in the "Customs Catalogue for Standardized Declaration of Imported and Exported Commodities", and prepare supporting documents such as purchase contracts and VAT invoices in advance to avoid extra costs caused by price review disputes. The handling service for price review disputes should be clearly included in the agency fee, no extra charge is required.

### Answer 3

The supporting logistics fees of export agencies in Zhejiang are often ignored by enterprises. Some agency companies pack booking fees, trailer fees, container detention fees and other logistics links into the agency fee, but do not clearly specify the cost difference between the free detention period and direct/transit schemes.

Taking a textile fabric order from Shaoxing to Germany as an example, the booking fee for a direct voyage scheme is about 1200 RMB higher than that for a transit scheme, but the free detention period can be extended by 3 days, which can effectively avoid container detention fees; if you choose a transit scheme, you need to confirm whether the agency includes the document exchange fee at the transit port. Enterprises should require the agency to provide split logistics fee details and clarify the division of responsibilities in each link.

For example, container dropping caused by the agency's booking error, the agency should bear the cabin amendment fee. This part needs to be written into the service contract to avoid subsequent disputes.

### Answer 4

The cost of Zhejiang export agency can be hedged through cross-border tax planning. For the VAT deferral policy for EU orders, enterprises do not need to pay import VAT in advance to the importing country, but pay it deferred within the declaration period through the agency, and this part of capital can be used to supplement operating cash flow. At the same time, local foreign trade enterprises in Zhejiang can enjoy the policy of accelerated arrival of export tax refund.

If the agency has tax planning qualifications, it can assist enterprises to deduct agency fees as input tax, further reducing the actual cost. It should be noted that the invoice for agency fee must clearly mark "foreign trade agency service fee" to meet the compliance requirements of VAT input deduction, so as to avoid inability to deduct and increase hidden costs due to wrong invoice category.

### Answer 5

There is hidden cost of exchange rate fluctuation in the payment and foreign exchange settlement link of Zhejiang export agency. Some agency companies settle foreign exchange for enterprises at a fixed exchange rate, without considering the fluctuation difference of real-time exchange rate, resulting in exchange difference loss for enterprises. Taking a 120,000 USD order as an example, if the agency settles foreign exchange at a fixed exchange rate of 6.8, while the real-time exchange rate is 6.85, the enterprise will lose 6000 RMB in exchange difference.

Enterprises should require the agency to provide real-time foreign exchange settlement service, or a forward foreign exchange settlement scheme with locked exchange rate, clarify that the foreign exchange settlement handling fee is included in the agency fee, no extra charge is required. At the same time, the agency should conduct RMB cross-border payment through the CIPS system to avoid the transit fee of the SWIFT system, and this part of the cost should also be included in the transparent details of the agency fee.

### Answer 6

There are often hidden liability exemption clauses in the service contract of Zhejiang export agency. Some agency companies stipulate in the contract that "losses caused by the enterprise's document problems shall be borne by the enterprise itself", but do not clarify the agency's responsibility for document review. For the dual certification requirement of certificate of origin for textile fabric orders, the agency must clearly promise the accuracy of document review in the contract.

If the certificate of origin is invalid due to the agency's review error, the reissuing fee and customer claim fee shall be borne by the agency. At the same time, the payment node of the agency fee should be linked to the service node, for example, 30% of the agency fee is paid in advance, and the remaining 70% is paid after the export tax refund arrives, so as to avoid the shrinkage of agency service after paying the full fee in advance.

### Answer 7

The fee of Zhejiang export agency is directly related to the timeliness of export tax refund. Some agency companies delay tax refund declaration due to chaotic document management, so that enterprises cannot withdraw capital in time, which indirectly increases the capital cost.

For categories such as textile fabrics with a 13% tax refund rate, the agency needs to establish a dedicated document management account, check the consistency of purchase contracts, VAT invoices, and customs declarations in advance to ensure "four flows consistency" and avoid tax refund delay caused by tax correspondence investigation. Services such as document filing, tax refund pre-declaration, and correspondence investigation handling shall be included in the agency fee.

Enterprises can require the agency to provide a real-time query channel for tax refund progress and clarify the time node of tax refund arrival. If the tax refund is delayed for more than 30 days due to the agency's reason, the enterprise should require the agency to bear the corresponding capital occupation loss.

### Answer 8

The cost of Zhejiang export agency can achieve long-term cost control through supply chain optimization. For seasonal products such as textile fabrics, the agency can assist enterprises to integrate local trailer, customs declaration and logistics resources, realize the full-link connection of "booking - trailer - customs declaration", and reduce invalid costs such as empty driving and waiting. At the same time, the agency can provide package preferential schemes according to the enterprise's annual export volume.

For example, enterprises with an annual export volume of more than 500,000 USD can enjoy a 10% discount on agency fees, and can also get free supply chain inventory linkage analysis services to help enterprises optimize the stocking cycle and reduce inventory backlog costs. Enterprises should sign an annual service contract with the agency to lock in the preferential rate and avoid cost fluctuations caused by temporary quotation for single orders.
