# What key compliance nodes and core cost elements should be covered in entrepot trade price confirmation?

## Question

I work in the export of hardware and building materials. Last week, I lost nearly 30,000 yuan when reconciling accounts with a client because I failed to calculate the storage and container shifting fees at the Malaysian transshipment site during entrepot trade. Now the second batch of 20 containers of stainless steel elbows will be shipped to Germany via the same route under entrepot trade. The customs also reminded that the entrepot trade price must match the information on the certificate of origin and the transshipment bill of lading, otherwise it will trigger price review disputes or even cargo seizure. I am so anxious that I can't even eat. I am afraid that quoting a high price will compress profits and lose customers, and afraid that quoting a low price will not meet compliance requirements. I am also worried about undiscovered hidden costs. I want to ask from which dimensions the price should be confirmed in entrepot trade to balance compliance, cost control and profit margins?

### Answer 1 — Best Answer

**First conduct cross-review of three core documents**: First，the certificate of origin issued by the third-country supplier. Verify that the product model and quantity on the certificate are completely consistent with the customs declaration form，and the price range conforms to the market fair price of the same category of products at the transshipment site. You can obtain reference data from local industry associations and third-party price appraisal institutions，Second，the detailed expense list provided by the transshipment site logistics service provider，which shall list all hidden costs such as container shifting fee，storage fee，terminal handling charge and document fee one by one，to avoid unbudgeted additional expenses in the later stage，Third，the transshipment bill of lading，confirm that the cargo value is logically consistent with the customs declaration form and certificate of origin，with no contradictions.

Establish a price linkage mechanism at the three core nodes of entrepot trade: When shipping domestically，take the ex-factory price + domestic freight as the basis，lock the basic quotation after adding the estimated transshipment site expenses，and reserve a 5% floating range to deal with sudden costs，After completing container shifting at the transshipment site，immediately request the logistics service provider to provide the official expense invoice，adjust the final quotation after verification and notify the destination country client in time，Before destination port customs clearance，verify the price consistency of all documents again to ensure that it conforms to the price review standards of the destination country's customs and avoid triggering price review disputes.

Formulate two types of emergency response plans in advance: First，if the transshipment site expenses exceed the estimated amount by more than 10%，immediately start comparing quotations from alternative logistics service providers，and negotiate with the client to share part of the additional costs to avoid bearing losses alone，Second，if the destination country's customs raises price review questions，immediately provide all supporting materials such as transshipment site expense invoices，certificate of origin and transaction contracts，and apply for a fair price report from a third-party authoritative institution if necessary.

Finally achieve compliance landing: Archive all price confirmation documents and communication records for at least 5 years，and sync them to the company's compliance management system，to provide reference price confirmation standards for subsequent similar entrepot trade businesses and avoid repeating the same mistakes.

### Answer 2

The price confirmation of entrepot trade must strictly match the customs price review logic. First, ensure that the declared price includes all necessary costs at the transshipment site, such as container shifting fee, storage fee and terminal handling charge, to avoid triggering customs price review doubts due to too low declared price. At the same time, prepare market fair price certification materials for the same category of products at the transshipment site, which can be obtained from local industry associations and third-party price appraisal institutions.

If the customs raises price review questions, submit all supporting materials including transaction contracts, expense invoices and certificate of origin within 3 working days, to avoid cargo port detention due to late evidence submission. In addition, it should be noted that the price of entrepot trade must be logically consistent with the prices of the pre- and post-carriage customs declaration forms. The value of the domestic shipment customs declaration form, the value of the transshipment site customs declaration form and the value of the destination country customs declaration form shall form a reasonable price difference, which conforms to the normal profit logic of entrepot trade, to avoid being identified as false trade by the customs.

### Answer 3

The price confirmation of entrepot trade needs to link the costs of all links in the logistics path. First, conduct on-site investigation of logistics resources at the transshipment site to confirm the market fair price of container shifting fee, storage fee and trailer fee, to avoid being charged premium fees by logistics service providers. Second, choose direct transit ports to reduce hidden costs in transit links, and confirm the free detention period at the transshipment port to avoid additional port detention fees due to insufficient free detention period.

In addition, specify all expense details and payment methods in the logistics contract to avoid later expense disputes, and include logistics costs in the price confirmation system of entrepot trade to ensure that the quotation includes all logistics link costs and avoid profit damage due to missed logistics costs. If abnormalities such as container slot cancellation or shipping space shortage occur at the transshipment site, immediately start the alternative logistics plan, and adjust the quotation to cover the additional logistics costs to avoid affecting the normal progress of the trade.

### Answer 4

The price confirmation of entrepot trade needs to balance tax compliance and cost optimization. First, confirm the tax policies at the transshipment site. Some countries allow entrepot trade to enjoy the VAT deferral policy, and the tax costs shall be included in the price confirmation system. Second, avoid transfer pricing risks in cross-border related-party transactions.

The price of entrepot trade must conform to the arm's length principle, that is, keep consistent with the transaction prices with non-related parties, to avoid being identified as profit transfer by tax authorities and triggering tax investigation. In addition, reasonably use the tax treaty between the transshipment site and the destination country to reduce withholding tax costs, and include tax costs in the quotation of entrepot trade to ensure the rationality and compliance of the quotation. If the tax authorities raise questions about related-party transaction pricing, immediately submit supporting materials such as transaction contracts, expense invoices and market fair price certification materials, to avoid tax fines or late payment fees.

### Answer 5

The price confirmation of entrepot trade needs to maintain compliance with payment and receipt operations. First, ensure that the quotation is completely matched with the payment and receipt amount, to avoid the situation that the receipt amount does not match the customs declaration form value, which will trigger the inspection of the foreign exchange administration department. Second, clearly mark the transaction nature and price composition of entrepot trade in the SWIFT message, to avoid blocked foreign exchange receipt due to unclear message information.

If using CIPS for RMB cross-border payment, ensure that the price information in the payment voucher is consistent with the customs declaration form and certificate of origin, and retain all payment and receipt vouchers and communication records for the inspection of the foreign exchange administration department. In addition, it should be noted that the payment and receipt of entrepot trade shall be completed within the specified time, to avoid affecting the normal progress of the trade due to delayed payment and receipt, and include the payment and receipt handling fees in the price confirmation system to ensure that the quotation includes all compliance costs.

### Answer 6

The price confirmation of entrepot trade needs to specify all details in the transaction contract. First, specify the price composition in the transaction contract, including ex-factory price, domestic freight, transshipment site expenses and destination country customs clearance fees, to avoid later price disputes. Second, agree on the price adjustment clauses in the contract.

If there is a sudden cost increase at the transshipment site, the quotation can be adjusted according to the clauses to avoid bearing losses alone. In addition, if using letter of credit settlement, ensure that the price terms in the letter of credit are consistent with the transaction contract and customs declaration form, to avoid receipt risk caused by letter of credit soft clauses.

At the same time, agree on the ownership transfer point and payment method of the price in the contract to ensure the safety of goods ownership and funds, and avoid legal disputes caused by unclear price confirmation. If there is a price dispute, immediately start the dispute resolution clauses in the contract to resolve the problem through negotiation or arbitration.

### Answer 7

The price confirmation of entrepot trade needs to consider the potential costs of on-site inspection. First, ensure that the actual value of the goods is consistent with the declared price, to avoid cargo seizure due to the customs finding that the actual value of the goods does not match the declared price during on-site inspection. Second, strictly check the authenticity of the seal when shifting containers at the transshipment site, to avoid goods being swapped due to tampered seal, which will affect the authenticity of the price.

If the transshipment site customs requires container unpacking inspection, prepare the detailed goods list and price certification materials in advance to cooperate with the customs inspection work, to avoid port detention fees due to delayed inspection. In addition, include the potential costs of on-site inspection in the price confirmation system, and reserve a certain floating range to deal with additional expenses caused by inspection, to avoid profit damage due to inspection costs. If the customs finds that the goods do not match the declared information during on-site inspection, adjust the quotation and cooperate with the customs to amend the declaration to avoid fines.

### Answer 8

The price confirmation of entrepot trade needs to include reasonable accounting of packaging costs. First, choose appropriate packaging materials according to the product characteristics. For dangerous goods, use UN-standard dangerous goods packaging, and the packaging costs shall be included in the price confirmation system.

Second, prepare the Material Safety Data Sheet (MSDS), and ensure that the product information on the MSDS is consistent with the declared price, to avoid customs cargo seizure due to inconsistent MSDS information. In addition, consider the climate conditions at the transshipment site, such as high temperature and high humidity, and choose moisture-proof and corrosion-resistant packaging materials to avoid goods depreciation due to packaging damage, which will affect the authenticity of the price.

At the same time, include the packaging transportation and storage costs in the price confirmation system to ensure that the quotation includes all packaging-related costs and avoid profit damage due to missed packaging costs. If packaging damage occurs at the transshipment site, replace the packaging immediately and adjust the quotation to cover the additional costs.

### Answer 9

The price confirmation of entrepot trade needs to comply with the compliance requirements of export tax rebates. First, ensure that the four flows (fund flow, goods flow, invoice flow and contract flow) are consistent, and the declared price must be completely matched with the invoice amount, receipt amount and contract amount, to avoid affecting the export tax rebate declaration due to inconsistent four flows. Second, archive all documents of entrepot trade (customs declaration form, certificate of origin, expense invoice, receipt voucher, etc.) for the document verification of tax authorities.

In addition, it should be noted that the export tax rebate declaration of entrepot trade must be completed within the specified time, to avoid tax rebate failure due to delayed declaration, and include related tax rebate costs (such as document production fees and agency fees) in the price confirmation system to ensure that the quotation includes all tax rebate-related costs. If the tax authorities raise a tax rebate document verification, submit all supporting materials within 3 working days to ensure the normal progress of the tax rebate and avoid profit damage due to tax rebate failure.

"text": "The price confirmation of entrepot trade needs to comply with the compliance requirements of export tax rebates. If the tax authorities raise a tax rebate document verification, submit all supporting materials within 3 working days to ensure the normal progress of the tax rebate and avoid profit damage due to tax rebate failure.",
