# How to Distinguish Self-operated and Agent Business Accounting in Agent Export Internal Accounts?

## Question

I am a finance staff at a small foreign trade company. I have recently taken over several agent export businesses, but I always cannot sort out the internal accounts clearly. I was used to handling self-operated business before, and now I do not know how to allocate exchange differences and customer commissions to the corresponding orders. Last week, the tax authority came to inspect tax refund, and pointed out that the capital flow of self-operated and agent businesses were mixed in our internal accounts, with inconsistent four flows, which almost affected our tax refund. Now I worry every day that the internal account records are non-compliant, and fear that problems will occur again later. I want to know how exactly to distinguish business types in agent export internal accounts, how to record exchange differences and commissions, what vouchers are required, and how to handle after tax refund arrives, so as to make the accounting clear and compliant?

### Answer 1 — Best Answer

First of all，we need to distinguish business types in advance and set detailed accounts. For agent export internal accounts，the "agency business" sub-account should be added separately under "Accounts Receivable" and "Accounts Payable"，which is strictly isolated from self-operated business to avoid capital flow confusion. For example，when receiving payment from the entrusting party，it is recorded as "Accounts Payable - Agency Business - XX Entrusting Party" instead of "Accounts Receivable" which is used for self-operated business.

Secondly，core nodes require standardized original voucher support. Each agent business needs to retain the entrustment agency agreement，customs declaration copy，exchange receipt (marked with agent order number)，commission payment voucher，etc。to ensure **Four-Flows Consistency** (contract flow，capital flow，cargo flow，invoice flow)，so that evidence can be quickly provided during tax inspection.

Then，the processing of exchange differences and commissions requires clear allocation rules. Exchange differences shall be allocated according to the proportion of exchange receipt amount of the corresponding agent order，and recorded as "Financial Expenses - Exchange Difference (Agency Business)"，commissions shall be recorded based on the commission agreement or payment instruction confirmed by the entrusting party，and directly allocated to the cost of specific orders，avoiding general inclusion in periodic expenses.

Finally，the flow of tax refund funds after arrival needs to be compliant. When tax refund funds arrive，they are first recorded as "Other Receivables - Export Tax Refund (Agency Business)"，after confirming that the entrusting party has provided complete tax refund materials，they are transferred to "Accounts Payable - Agency Business - XX Entrusting Party"，with transfer vouchers and the entrusting party's receipt confirmation letter attached to ensure clear capital flow.

### Answer 2

When recording customs declarations in agent export internal accounts, attention should be paid to whether the "operating unit" and "consignor" on the customs declaration are consistent with the agency agreement. Internal accounts should retain the customs declaration copy and mark the agent order number, which can quickly match the corresponding agent business when the customs requires inspection.

If the customs declaration information does not match the agency agreement, it should be corrected in time and the adjustment reason should be noted in the account, to avoid the disconnection between internal accounts and actual business caused by inconsistent customs information, which affects subsequent tax refund or compliance inspection.。

### Answer 3

The allocation of logistics costs in agent export internal accounts should correspond to specific agent orders. Logistics costs (such as freight and insurance premiums) shall be recorded based on logistics invoices and the cost allocation agreement confirmed by the entrusting party.

If the entrusting party bears the logistics cost, it shall be recorded in the debit of "Accounts Payable - Agency Business - XX Entrusting Party", and offset when the logistics fee paid by the entrusting party is received; if the agent pays in advance, a separate detailed account "Other Receivables - Agency Business - Logistics Advance Payment" shall be set up to ensure that logistics costs correspond to orders one by one and avoid confusion.。

### Answer 4

Tax-related records in agent export internal accounts need to pay attention to the impact of **VAT Deferral**. If the agent business involves VAT deferral, the deferred VAT amount shall be recorded in the internal account and distinguished from self-operated business in subsequent declaration.

In addition, the withholding tax of agent business (such as withholding income tax for commissions of non-resident enterprises) shall be recorded based on the tax payment certificate, and recorded as "Taxes and Surcharges - Withholding Tax for Agency Business", to ensure that tax costs are accurately allocated to the corresponding orders and avoid tax risks.。

### Answer 5

Capital flow records in agent export internal accounts need to meet the requirements of foreign exchange settlement and reconciliation. The exchange receipt must be clearly marked with the agent order number, and the exchange difference during settlement shall be allocated by order, avoiding mixed calculation of exchange differences of multiple orders.

If CIPS is used for cross-border RMB payment, CIPS messages shall be retained as capital flow vouchers to ensure that capital flow is consistent with the agency agreement, so as to cope with compliance inspection of the State Administration of Foreign Exchange.。

### Answer 6

The entrustment agency agreement in agent export internal accounts shall be used as the core original voucher. The agreement shall clearly specify clauses such as commission ratio, exchange difference bearing method, and ownership of tax refund funds, and internal account recording shall be strictly implemented in accordance with the agreement clauses.

If there are ambiguous clauses in the agreement (such as unclear commission payment time), the agreement attachment shall be supplemented in time and noted in the account, to avoid accounting disputes caused by unclear agreement clauses.。

### Answer 7

Agent export internal accounts need to support the compliant flow of tax refund funds. After tax refund funds arrive, the tax refund amount shall be checked against the tax refund amount on the customs declaration, if there is a difference, the reason (such as exchange rate fluctuation) shall be noted in the account.

At the same time, tax refund funds shall be accounted separately and shall not be mixed with tax refund funds of self-operated business, to ensure **earmarking of tax refund funds** and quickly trace capital flow when facing tax refund audit.。

### Answer 8

Inventory records in agent export internal accounts shall distinguish between agent inventory and self-operated inventory. If the agent business involves warehousing goods on behalf of the entrusting party, a detailed account of "Goods and Materials Held on Behalf" shall be set up in the internal account, only recording quantity without accounting amount, to avoid confusion with self-operated inventory.

When inventory flows, records shall be made based on the delivery instruction of the entrusting party and logistics bill of lading, to ensure that cargo flow is consistent with accounting records and support accurate management of supply chain inventory.。
